Tiny Tim with WFC3 support at ST-ECF

The ST-ECF has extended John Krist's Tiny Tim Hubble PSF simulator to allow modelling of WFC3 point-spread-functions. We have also implemented a web interface to allow the simulations to be performed on our web server and subsequently downloaded.

Note - this version is preliminary and has not been fully tested. Please read both the original manual and the WFC3 update documentation carefully!
